“No one” wanted Zimbabwe’s money during their period of hyper-inflation, but that is irrelevant to whether they were sovereign or if that money was legal tender in Zimbabwe.
That is also not to say that Zimbabwe lacks sovereignty simply because they are unable to defend their borders from some other nation-state.
