No. There would not be constant tension or a state of war.
Did the USA have constant tension and war with Canada or Mexico? No.
The so-called “Civil War” was an unnecessary conflict over dirt and not slavery (just ask Delaware all the way up to the ratification of the 13th Amendment on December 6, 1865).
There is no reason why the USA and CSA could not coexist with one another and Mexico and Canada.
But yes…the Constitution (or AmericaOS 2.0) was an exercise in compromise to the things started and we gave utterly failed to work towards “a more perfect union”, i.e. a single, unified nation-state, since then.
In fact, the Folly of Federalism has seen us go in the other direction over the years.
