We should implement an Electoral College WITHIN each state for Presidential elections.
When you look a the map of each state, broken down by county, The Tyranny of the Cities becomes obvious.
This is will continue to be compounded by the rush to the bottom/least common denominator, long-term effects of the first sentence of the 14th Amendment.
