Communism is an ECONOMIC System in which the _government_ owns/controls all the means of production.
Totalitarianism, on the other hand, is a POLITICAL System (type of government) in which the people have virtually no authority and the state wields absolute control.
A totalitarian state _might_ have a communist economy or a capitalist one or even something else.
The same can be said of non-totalitarian governments.
Additionally, SOVEREIGNTY means that a given nation-state is free to pick and chose between any and all of these systems as they see fit and what they do within their borders and on their dirt is not any business of anyone else and that said nation-state need not have any concern for how they are viewed externally.
