We should simply de-Federalize the National Guard entirely and have them become purely _STATE_ militias answerable ONLY to the Governors of their respective states. The Reserves can then “cover down” on the current Federal aspects of the Guard and they can do their training at only _Federal_ Military Installations at the expense of their parent-branch.
